Editorial:
This first volume of the year 2000 contains three contributions emanating from a colloquium held in Potchefstroom at the end of October 1999. The theme of the colloquium was "constitutional structures". An interesting variety of subjects were discussed during the colloquium. All the papers delivered at the colloquium were published this year by the Konrad Adenauer Foundation in their Seminar Report entitled Constitution and Law III. I am pleased to recognize with gratitude the permission granted by the Foundation to publish here the papers of Professor Starck and Judge Ackermann in a slightly differently edited form.
